I added some logging that was missing for deploying during the Entente Cordiale event, Japan and Persia placing their dynasty cards, and undeploying when replacing a building or military.

When adding personal notes, it seems I didn't catch all of the places I needed to disable them for guests. That resulted in not being able to view matches without being logged in. Fixed.

I fixed a bug where events that cause players with least stability to go last or most stability to go first weren't properly clamping the stability values to a max of 15, and weren't taking into account Versailles.

I decided to try ensuring that all move options provided to the players are valid. It turned out to not be too difficult or too slow. With that, I can reasonably highlight cards you're able to buy from the progress board without highlighting all of them.

I also tweaked the highlighted move outline a bit.

At this point, if the interface tells you you've made an invalid move, then that is a bug!

Fixed a bug during war resolution with a war penalty of multiple types (due to Martin Luther) where you could choose to prevent losing more food than the war penalty included, thus giving you food at the expense of the war resource.
