player wgurlwur and holien all have 40 militry at 3-2 end
holien Stability higher than wgurlwur
but 4-1 player order is wgurlwur first
when the same militry, Stability higher should go first?
(event do not effect player order)

Ouch! I wasn't counting more than 40 military as 40 military during the player order phase!

Thank you for reporting this. I wish this had been reported in early testing, because it has already affected many matches.

I will fix this soon and figure out what to do about all the now-invalid matches.
