Game 70: it won' t let me buy Hongkong. Just doing nothing. Can you fix it?

You should see text in red saying you don't meet the military requirement. You don't meet the requirement because Fiann has Pocahontas.

I eventually intend to add some sort of graphical representation of global effects, like from Pocahontas, Genghis Khan, impending Terracotta Army, etc.
