[Not a Bug] Revolt - no books are payed

Hi,
in game 2017 a player spared several times to pay VP by revolt, because he had 0 VP. But in the same time, he spared also to pay books for revolt.
That should be a bug.

I include the book loss due to revolt in the production values. It looks like the player had -3 stability and net 3 book production (2x3 for observatory - 3x1 for conquistador).
