Game 61. Japan has no Advisors. So - if you have to discard advisors - Japan cannot do it. Usually there is a alternative for players without Advisors. This takes place for Japan too. So we played this all the time (perhaps wrong?)
In 61 was Japan struck by Assasin and lost the markers, which he get for discard advisors. And loosing these markers doesnt change the military power.
I think Japan has to loose food in 61 instead.

This is a fairly major bug. It is removing Japan's emperor entirely, which should not be allowed. Japan should always be required to take the other option if there is one.
